They will share expertise on electricity and gas market regulation.
Singapore’s Energy Market Authority (EMA) and France’s Energy Regulatory Commission (CRE) will deepen energy cooperation to support regional electricity connectivity and the energy transition.
Both regulators signed a memorandum of understanding (MOU) on the sidelines of Singapore International Energy Week (SIEW) on 27 October to strengthen cooperation on electricity and gas market regulation.
The agreement will also draw on France’s experience in cross-border electricity interconnections and integrated electricity markets in Europe.
This enables both regulators to exchange insights on the regulatory and market frameworks needed to support greater electricity connectivity.
The partnership will include knowledge sharing, technical training, study visits, workshops, and seminars.

EMA and CRE will also facilitate high-level dialogues and explore collaboration opportunities at regional and international platforms, including the Association of Southeast Asian Nations and SIEW.
EMA CEO Puah Kok Keong said the agreement builds on the Comprehensive Strategic Partnership between Singapore and France established in 2025.
“As Singapore continues to advance our energy transition and deepen regional interconnectivity, exchanges with international partners are important in supporting our efforts to develop a secure, resilient and sustainable energy system,” Puah said.
